The Westguard: blocked paths

I've just been re-visiting the Westguard and noticed that access to about half of it seems to be blocked by piles of rubble. How does one get past this? I don't seem to have any quest that would cover it.

i believe they just re-used the map from shadow wars, those parts of the map were used there... im guessing that there is no normal way of getting there in Dragon Storm.

someone correct me if im wrong.
